1. Gather your most recent pay stubs.
2. Go to irs.gov and do a quickie (unofficial) 1040 EZ to estimate taxes.
3. Google "(your state) income tax".
4. Use the info you got from the 1040 EZ to estimate your taxes.
This is unofficial, but it should give you a general idea about the numbers you're working with.

You can't. You'll have to contact your state's tax authorities to see if you owe. Most of the time they will contact you directly if you owe and are not paying; they generally don't play games...
